A SAINT LU­CIAN GI­ANT PASSES AWAY

CCal­ixte Ge­orge C.M.G., SLMM (Gold) yril Thomas Matthew passed away on Novem­ber 28, 2016 at his res­i­dence in Marisule. Mr Matthew was a well-re­spected and hum­ble son of the soil who made a sig­nif­i­cant con­tri­bu­tion to the devel­op­ment of Saint Lucia, par­tic­u­larly in the Agri­cul­tural and Fi­nan­cial sec­tors. He served as the Chief Agri­cul­tural Of­fi­cer (Di­rec­tor of Agri­cul­ture) and later Per­ma­nent Secretary of the Min­istry of Agri­cul­ture, Lands, Fish­eries, Co­op­er­a­tives & Forestry.

He gave out­stand­ing and ded­i­cated ser­vice to the devel­op­ment of the Banana In­dus­try, par­tic­u­larly in his role as Gen­eral Man­ager and Op­er­a­tions Man­ager of the Saint Lucia Banana Grow­ers’ As­so­ci­a­tion (SLBGA) and as Manag­ing Di­rec­tor of the Windward Is­lands Banana As­so­ci­a­tion (WINBAN). He also played a piv­otal role in the for­ma­tion of the Windward Is­lands Banana Devel­op­ment & Ex­port­ing Com­pany (WIBDECO), now WINFRESH.

Mr Matthew was also ac­tive in im­prove­ment of the wel­fare of pub­lic ser­vants gen­er­ally. He served as Pres­i­dent of the Civil Ser­vice As­so­ci­a­tion for about a decade and was a mem­ber of the Saint Lucia Civil Ser­vice Con­sumer As­so­ci­a­tion and the Saint Lucia Co­op­er­a­tive Credit Union, where he held the po­si­tion of Gen­eral Man­ager for more than ten years.

Mr Matthew also served on the Boards of Man­age­ment of sev­eral im­por­tant na­tional or­gan­i­sa­tions in­clud­ing the Saint Lucia Agri­cul­tural & In­dus­trial Bank, the Saint Lucia Banana Grow­ers As­so­ci­a­tion, the Saint Lucia Agri­cul­tur­al­ists’ As­so­ci­a­tion, the Saint Lucia Mar­ket­ing Board, the Saint Lucia Devel­op­ment Bank, the Saint Lucia Co­op­er­a­tive Bank (now 1st Na­tional Bank), the Saint Lucia Wa­ter Au­thor­ity (now the Wa­ter & Sew­er­age Com­pany, WASCO), the Saint Lucia Na­tional Devel­op­ment Cor­po­ra­tion (now In­vest Saint Lucia).

He also served on the Board of Di­rec­tors of the Windward Is­lands Pack­ag­ing Com­pany (WINERA). Mr Matthew was the first chair­man of the Saint Lucia Bureau of Stan­dards and served as a com­mis­sioner on the Income Tax Ap­peals Com­mis­sion as well as a mem­ber of the Pub­lic Ser­vice Board of Ap­peal.

Mr Matthew was a long stand­ing mem­ber of the Rotary Club of Saint Lucia. He was a mem­ber of the Gros Islet Ro­man Catholic Church Vestry, a Eucharis­tic Min­is­ter 3and a mem­ber of the Knights of Colum­bus.

Mr Matthew was hon­oured by Her Majesty the Queen as a mem­ber of the Most Ex­cel­lent Or­der of the Bri­tish Em­pire (OBE) and the Saint Lucia Govern­ment be­stowed him with the Saint Lucia Medal of Hon­our (Sil­ver) by Gover­nor Gen­eral, Dame Pear­lette Louisy.

Mr Matthew is sur­vived by his wife Lau­ren­tia, eight chil­dren namely Steiner, Gwyneth, Dar­win, Ryan, An­dre,Sygna, Sygnus, Re­mus and by sev­eral oth­ers of the Matthew, Hip­polyte and Gi­rard fam­i­lies.
