SAINT LU­CIA DISAS­TER VUL­NER­A­BIL­ITY RE­DUC­TION PROJECT IDA Credit #5493-LC, SCF Loan # TF017101 and SCF Grant #TF017143 Con­sult­ing Ser­vices: De­signs Slope Sta­bi­liza­tion & Road Re­ha­bil­i­ta­tion Ref­er­ence No. : SLU-DVRP-CS-DSLS-WCA-01-17 (Lot #1) Ref­er­ence No. : SLU-DVRP-CS-DSLS-AC-02-17 (Lot #2) Ref­er­ence No. : SLU-DVRP-CS-DSLS-OVB-03-17 (Lot #3) Saint Lu­cia has re­ceived fi­nanc­ing from the In­ter­na­tional De­vel­op­ment Bank and the Strate­gic Cli­mate Fund to­wards the Disas­ter Vul­ner­a­bil­ity Re­duc­tion Project (DVRP) and in­tends to ap­ply part of the pro­ceeds for con­sult­ing ser­vices to pre­pare De­signs for slope sta­bi­liza­tion and road re­ha­bil­i­ta­tion along the West Coast Road (Sec­tions be­tween La Croix Main­got and Anse La Raye and be­tween Anse La Raye and Ca­naries) and Ba­gatelle and Old Vic­to­ria Road. The con­sult­ing ser­vices (“the Ser­vices”) in­clude pre­par­ing de­tailed de­signs us­ing var­i­ous tech­no­log­i­cal so­lu­tions and method­olo­gies that would en­able ef­fi­ciency and per­ma­nence in solv­ing the slope in­sta­bil­ity along the West Coast Road (Sec­tions be­tween La Croix Main­got and Anse La Raye and be­tween Anse La Raye and Ca­naries) and Ba­gatelle and Old Vic­to­ria Road and in­cludes desk re­views of ex­ist­ing re­ports, car­ry­ing out field in­ves­ti­ga­tions which may in­clude topo­graph­i­cal sur­veys and map­ping, geo-tech­ni­cal in­ves­ti­ga­tions, slope sta­bil­ity hy­draulic and drainage as­sess­ments, con­sul­ta­tions with stake­hold­ers in par­tic­u­lar af­fected per­sons, de­vel­op­ment of en­gi­neer­ing op­tions and de­signs for con­sid­er­a­tion of the Client and trans­fer of knowl­edge to tech­ni­cal staff of the Client. The Con­sult­ing Firm should also re­fer to the Caribbean Hand­book on Risk In­for­ma­tion Man­age­ment (http://www.charim.net/use/323 for guid­ance on the man­age­ment of slope in­sta­bil­i­ties along road cor­ri­dors. The du­ra­tion of the as­sign­ment is six months. The Depart­ment of Eco­nomic De­vel­op­ment, Trans­port and Civil Avi­a­tion now in­vites el­i­gi­ble con­sult­ing firms (“Con­sul­tants”) to in­di­cate their in­ter­est in pro­vid­ing the Ser­vices for the fol­low­ing pack­ages 1. West Coast Road (Sec­tions be­tween La Croix Main­got and Anse La Raye ) 2. Sec­tions be­tween Anse La Raye and Ca­naries) 3. Ba­gatelle and Old Vic­to­ria Road. In­ter­ested Con­sul­tants should pro­vide in­for­ma­tion demon­strat­ing that they have the re­quired qual­i­fi­ca­tions and rel­e­vant ex­pe­ri­ence to per­form the Ser­vices; (brochures, de­scrip­tion of sim­i­lar as­sign­ments, ex­pe­ri­ence in sim­i­lar con­di­tions, avail­abil­ity of ap­pro­pri­ate skills among staff, please note that the in­di­vid­ual ex­perts’ bio data is not re­quired.) Con­sul­tant’s will only con­sid­ered for con­tract award for one pack­age. The short­list­ing cri­te­ria are: The min­i­mum re­quired qual­i­fi­ca­tions and ex­pe­ri­ence of the con­sult­ing firm are: 1) Must demon­strate at least ten (10) years’ ex­pe­ri­ence in suc­cess­fully un­der­tak­ing de­signs for slope sta­bi­liza­tion/ re­ha­bil­i­ta­tion in­volv­ing road restora­tion and land­slide man­age­ment and drainage; 2) At least two suc­cess­fully sim­i­lar as­sign­ments un­der­taken dur­ing the past five years; sim­i­lar­ity in terms of de­sign slope sta­bi­liza­tion struc­tures val­ued at US$500,000 The at­ten­tion of in­ter­ested Con­sul­tants is drawn to para­graph 1.9 of the World Bank’s Guide­lines: Se­lec­tion and Em­ploy­ment of Con­sul­tants un­der IBRD Loans and IDA Cred­its & Grants by World Bank Bor­row­ers Jan­uary 2011(“Con­sul­tant Guide­lines”), set­ting forth the World Bank’s pol­icy on con­flict of in­ter­est. Con­sul­tants may as­so­ciate to en­hance their qual­i­fi­ca­tions. The as­so­ci­a­tions should clearly in­di­cate the form of the as­so­ci­a­tion (Joint-ven­ture or sub-con­sul­tancy; mem­ber in charge; other mem­ber/s and or sub-con­sul­tants). Joint ven­tures should sub­mit let­ters of in­tent in­di­cat­ing their in­tent to form a joint ven­ture if awarded the con­tract and shall pro­vide the above-men­tioned in­for­ma­tion for each mem­ber of the joint ven­ture. A Con­sul­tant will be se­lected in ac­cor­dance with the Fixed Bud­get Se­lec­tion method in ac­cor­dance with the pro­ce­dures set out in the World Bank’s Guide­lines: Se­lec­tion and Em­ploy­ment of Con­sul­tants un­der IBRD Loans and IDA Cred­its & Grants by World Bank Bor­row­ers Jan­uary 2011 (“Con­sul­tant Guide­lines”).
