SAINT LU­CIA DIS­AS­TER VUL­NER­A­BIL­ITY RE­DUC­TION PROJECT IDA Credit #5493-LC, SCF Loan # TF017101 and SCF Grant #TF017143 As­sign­ment Ti­tle: Com­pre­hen­sive As­sess­ment of a Hy­dro­logic and Hy­draulic con­di­tions of the Den­nery Vil­lage and Soufriere in­clud­ing Fond St Jac­ques Ref­er­ence No. : SLU-DVRP-CS-QCBS-AHDVSF-01-17 Saint Lu­cia has re­ceived fi­nanc­ing from the In­ter­na­tional De­vel­op­ment Bank and the Strate­gic Cli­mate Fund to­wards the Dis­as­ter Vul­ner­a­bil­ity Re­duc­tion Project (DVRP) and in­tends to ap­ply part of the pro­ceeds for con­sult­ing ser­vices to con­duct a Com­pre­hen­sive As­sess­ment of a Hy­dro­logic and Hy­draulic con­di­tions of the Den­nery Vil­lage and Soufriere in­clud­ing Fond St Jac­ques The con­sult­ing ser­vices (“the Ser­vices”) in­clude con­duct­ing a Com­pre­hen­sive As­sess­ment of a Hy­dro­logic and Hy­draulic con­di­tions of the Den­nery Vil­lage and Soufriere in­clud­ing Fond St Jac­ques. The ob­jec­tive is to en­gage suit­ably qual­i­fied and ex­pe­ri­enced con­sult­ing firm to pro­vide tech­ni­cal ser­vices, which in­clude a de­sign re­view of ex­ist­ing re­ports; a.) Site char­ac­ter­i­za­tion, Flood Haz­ard and Vul­ner­a­bil­ity Anal­y­sis; b.) Drainage De­signs Stan­dards and Flood Risk Map­ping; c.) River and Drainage Op­tions Re­port and An En­vi­ron­men­tal and So­cial As­sess­ment, Water­shed and Stream Mod­el­ling, Ur­ban Drainage As­sess­ment and Ground­wa­ter Char­ac­ter­i­za­tion, De­sign Storm Char­ac­ter­i­za­tion and Se­lec­tion, Ur­ban Flood Mit­i­ga­tion Pre­lim­i­nary De­sign Op­tions and Ur­ban Flood Mit­i­ga­tion and Fi­nal De­signs. The du­ra­tion of the as­sign­ment is 64 weeks. The De­part­ment of Eco­nomic De­vel­op­ment, Trans­port and Civil Avi­a­tion now in­vites el­i­gi­ble con­sult­ing firms (“Con­sul­tants”) to in­di­cate their in­ter­est in pro­vid­ing the Ser­vices. In­ter­ested Con­sul­tants should pro­vide in­for­ma­tion demon­strat­ing that they have the re­quired qual­i­fi­ca­tions and rel­e­vant ex­pe­ri­ence to per­form the Ser­vices; (brochures, de­scrip­tion of sim­i­lar as­sign­ments, ex­pe­ri­ence in sim­i­lar con­di­tions, avail­abil­ity of ap­pro­pri­ate skills among staff, please note that the in­di­vid­ual ex­perts’ bio data is not re­quired.) The short­list­ing cri­te­ria are: The min­i­mum re­quired qual­i­fi­ca­tions and ex­pe­ri­ence of the con­sult­ing firm are: The Con­sult­ing Firm: Must demon­strate ex­ten­sive ex­pe­ri­ence in suc­cess­fully un­der­tak­ing flood con­trol man­age­ment and hy­dro­logic/hy­draulic mod­el­ing projects Have a min­i­mum of fif­teen (15) year ex­pe­ri­ence of un­der­tak­ing re­lated (sim­i­lar) as­sign­ments; that is un­der­tak­ing flood con­trol mea­sures in sub ur­ban and com­mer­cial ar­eas af­fected by river and coastal surge The at­ten­tion of in­ter­ested Con­sul­tants is drawn to para­graph 1.9 of the World Bank's Guide­lines: Se­lec­tion and Em­ploy­ment of Con­sul­tants un­der IBRD Loans and IDA Cred­its & Grants by World Bank Bor­row­ers Jan­uary 2011(“Con­sul­tant Guide­lines”), set­ting forth the World Bank's pol­icy on con­flict of in­ter­est. Con­sul­tants may as­so­ciate to en­hance their qual­i­fi­ca­tions. The as­so­ci­a­tions should clearly in­di­cate the form of the as­so­ci­a­tion (Joint-ven­ture or sub-con­sul­tancy; mem­ber in charge; other mem­ber/s and or sub-con­sul­tants). Joint ven­tures should sub­mit let­ters of in­tent in­di­cat­ing their in­tent to form a joint ven­ture if awarded the con­tract and shall pro­vide the above-men­tioned in­for­ma­tion for each mem­ber of the joint ven­ture.
