Govern­ment is com­mit­ted to pro­mot­ing in­clu­sive eco­nomic trans­for­ma­tion through fair, trans­par­ent pro­cesses. The ben­e­fits of em­pow­er­ment should be ac­ces­si­ble on an equal ba­sis, not lim­ited to con­nected in­sid­ers.”
