Mo­go­eng and other jus­tices were clear that the coun­try was in a cri­sis and de­manded to know why the depart­ment of social devel­op­ment was un­able to de­liver on its core busi­ness – pay­ing grants. Cash Pay­mas­ter Ser­vices boss Serge Be­la­mant clearly be­lieves that South Africa is still liv­ing in the dark ages. With the social grants pay­ment cri­sis ongoing, he dared gov­ern­ment: “Is there any­body who can step into our shoes? The an­swer is no, ex­cept for the Post Of­fice or the pi­geons to, you know, fly money around.” Yet, gov­ern­ment wants to ex­tend his con­tract.
