The review has recommended that South Africa’s maritime capability should incorporate defence strategies such as deterrence, and powerful interventions through the defence force’s surface, subsurface (undersea) and air capabilities.

“This will be pursued in concentric layers that are focused on South Africa’s ports, territorial waters, trade routes and marine resources,” says the document.

“In support of the landward strategy, the maritime capability must be able to conduct riverine and inland water operations, and augment firepower when so required.

“An immediate intervention is required to arrest the areas of critical decline and create a firm foundation to develop a sustainable defence capability appropriate to South Africa’s international status, strategic posture and inescapable continental leadership role.”
