THERE is an un­easy un­der­stand­ing in cer­tain cir­cles, par­tic­u­larly in the gov­ern­ment and the rul­ing party, about the propen­sity of oth­ers to seek ju­di­cial re­course for mat­ters in which they be­lieve the courts should have no place.
