WHAT HAP­PENED| FI­NANCE MIN­IS­TER Trevor Manuel pre­sented his 11th Na­tional Bud­get to Par­lia­ment, giv­ing tax re­lief to lowerand mid­dle-in­come groups and in­creas­ing bud­gets in se­cu­rity, ed­u­ca­tion and health. The Bud­get was uni­ver­sally well re­ceived, record­ing South Africa’s first Bud­get sur­plus in decades.

WHAT THE OTH­ERS SAID THE CIT­I­ZEN said: “Fi­nance Min­is­ter Trevor Manuel can scarcely put a foot wrong, and he didn’t dis­ap­point with his Bud­get ad­dress.” Busi­ness Day wrote: “Whether Manuel stays as fi­nance min­is­ter un­til the end of Mbeki’s term of of­fice, serves un­der Mbeki’s as yet un­named suc­ces­sor or in­deed leaves soon, he will leave a legacy be­hind that is un­matched…”
