The notorious lack of capacity and dawdling administrative style of the Department of Agriculture and Land Affairs (DOALA) begs the question whether it can hold up its side of the bargain in any Public Private Partnership (PPP).
The first step will probably be outsourcing the management of commercial farming. The DOALA will follow the Department of Transport’s (DOT) example by contracting out to a self-sufficient outfit that would manage farm acquisition, retain ownership until transfer and co-ordinate support services. DOT has successfully outsourced its road management function to Sanral.
