The no­to­ri­ous lack of ca­pac­ity and dawdling ad­min­is­tra­tive style of the De­part­ment of Agri­cul­ture and Land Af­fairs (DOALA) begs the ques­tion whether it can hold up its side of the bar­gain in any Pub­lic Private Part­ner­ship (PPP).

The first step will prob­a­bly be out­sourc­ing the man­age­ment of com­mer­cial farm­ing. The DOALA will fol­low the De­part­ment of Trans­port’s (DOT) ex­am­ple by con­tract­ing out to a self-suf­fi­cient out­fit that would man­age farm ac­qui­si­tion, re­tain own­er­ship un­til trans­fer and co-or­di­nate sup­port ser­vices. DOT has suc­cess­fully out­sourced its road man­age­ment func­tion to San­ral.
