WHAT HAP­PENED THE PRE­TO­RIA HIGH COURT has set aside Min­is­ter of Trade & In­dus­try Man­disi Mpahlwa’s de­ci­sion to trans­fer the run­ning of the na­tional lot­tery to the Gi­dani con­sor­tium. This fol­lows af­ter Uthingo ap­pealed against the grant­ing of the op­er­at­ing li­cence to Gi­dani from 1 April, be­cause the al­lo­ca­tion process was rid­dled with faults. Mpahlwa was or­dered to re­peat the whole process in a fair and trans­par­ent man­ner. THE CIT­I­ZEN said the na­tional lot­tery has be­come a sham­bles, but that the de­ci­sion was fair, be­cause high-rank­ing ANC lead­ers have fi­nan­cial in­ter­ests in Gi­dani and Uthingo, which con­tra­venes the pro­vi­sions of the Lot­tery Act. It’s quite un­ac­cept­able, the pa­per said. Busi­ness Day said the de­ci­sion wasn’t un­ex­pected, be­cause in­volve­ment by Gov­ern­ment of­fi­cials is highly ir­reg­u­lar. What a mess, the pa­per said.
