UN­DER PRES­SURE to be seen to be clean­ing up mu­nic­i­pal­i­ties be­fore next year’s mu­nic­i­pal elec­tions, South Africa’s Lo­cal Govern­ment Min­is­ter Sicelo Shiceka is in­tro­duc­ing leg­is­la­tion that will dic­tate min­i­mum qualifications and skills lev­els for key lo­cal govern­ment man­agers. He also in­tends to en­sure the law’s reg­u­la­tions pro­hibit cor­rupt of­fi­cials who re­sign or are fired from tak­ing up jobs in other Govern­ment de­part­ments.

Fur­ther­more, of­fi­cials charged with cor­rup­tion won’t be able to re­sign be­fore they can be charged. That’s in­deed a step in the right di­rec­tion. The only ques­tion that re­mains is how the law and reg­u­la­tions will be en­forced.
