UNDER PRESSURE to be seen to be cleaning up municipalities before next year’s municipal elections, South Africa’s Local Government Minister Sicelo Shiceka is introducing legislation that will dictate minimum qualifications and skills levels for key local government managers. He also intends to ensure the law’s regulations prohibit corrupt officials who resign or are fired from taking up jobs in other Government departments.
Furthermore, officials charged with corruption won’t be able to resign before they can be charged. That’s indeed a step in the right direction. The only question that remains is how the law and regulations will be enforced.
