The Depart­ment of En­ergy ad­mit­ted to par­lia­ment’s port­fo­lio com­mit­tee on en­ergy that it un­der­spent R131m on elec­tri­fi­ca­tion pro­grammes in the 2012/13 fi­nan­cial year. “This in­cludes over R63m un­der-ex­pen­di­ture on funds in­tended to pro­vide power to house­holds that have never had elec­tric­ity be­fore,” the DA’s Jac­ques Smalle said in a state­ment. Ac­cord­ing to Smalle, there are more than 3m house­holds in South Africa that still have no elec­tric­ity.

Ear­lier this year, the en­ergy depart­ment’s deputy di­rec­tor-gen­eral Wolsey Barnard said the cur­rent elec­tri­fi­ca­tion rate of 200 000 house­holds a year merely cov­ers new house­holds and does not make in­roads into the elec­tri­fi­ca­tion back­log.
