The Department of Energy admitted to parliament’s portfolio committee on energy that it underspent R131m on electrification programmes in the 2012/13 financial year. “This includes over R63m under-expenditure on funds intended to provide power to households that have never had electricity before,” the DA’s Jacques Smalle said in a statement. According to Smalle, there are more than 3m households in South Africa that still have no electricity.

Earlier this year, the energy department’s deputy director-general Wolsey Barnard said the current electrification rate of 200 000 households a year merely covers new households and does not make inroads into the electrification backlog.
