pro­gres­sive div­i­dend pol­icy means that the board plans to in­crease the div­i­dend pay­ment ev­ery year rather than sim­ply link­ing div­i­dends to prof­its and pay­ing a set amount of HEPS as div­i­dend (div­i­dend cover ra­tio). Per­son­ally, I think pro­gres­sive div­i­dend poli­cies are silly, and it makes much more sense to use a div­i­dend cover es­pe­cially in a volatile earn­ings in­dus­try such as an oil stock.
