The South African Na­tional Roads Agency (San­ral) said it will start is­su­ing civil sum­monses against non-pay­ers of e-tolls ahead of a meet­ing with rat­ings agency Moody’s in May. Moody’s has placed San­ral, which is strug­gling to ad­dress the cul­ture of non­pay­ment of e-tolls, on re­view for a credit rat­ing down­grade. Out­stand­ing e-toll debt to­talled R5.9bn at the end of Novem­ber 2015, Busi­ness Day re­ported. Mo­torists can still qual­ify for a 60% dis­count on their un­paid e-tolls from De­cem­ber 2013 to 31 Au­gust 2015.
