A Bill that crit­ics be­lieve “will give the state sweep­ing pow­ers over uni­ver­si­ties and col­leges” is dan­ger­ously close to be­com­ing law, the Mail & Guardian re­ported this week. The Higher Education Amend­ment Bill will al­low the min­is­ter of higher education to change pro­cesses, pro­ce­dures and man­dates of uni­ver­si­ties and other higher education in­sti­tu­tions, the pa­per said. Per­haps most con­cern­ing is the power it gives the min­is­ter to with­hold fund­ing un­der spe­cific cir­cum­stances. Given the cur­rent chal­lenges fac­ing ter­tiary in­sti­tu­tions, this Bill could spell even more trou­ble for SA’s em­bat­tled education sys­tem.
