Time is run­ning out for the South African So­cial Se­cu­rity Agency (Sassa) and the de­part­ment of so­cial devel­op­ment to find a so­lu­tion to the loom­ing so­cial grants crisis, as the ex­ist­ing con­tract with Cash Pay­mas­ter Ser­vices (CPS) ex­pires on 31 March. The con­tract was de­clared un­law­ful by the Con­sti­tu­tional Court in 2014 al­ready. Yet de­spite the crisis fac­ing 17m ben­e­fi­cia­ries should grants not be paid in April, both so­cial devel­op­ment min­is­ter Batha­bile Dlamini and Sassa CEO Thokozani Mag­waza failed to pitch up at Par­lia­ment’s stand­ing com­mit­tee on pub­lic ac­counts (Scopa) on 28 Fe­bru­ary to ex­plain their plan of ac­tion.
