The Tax Om­buds­man, judge Bernard Ngoepe, will in­ves­ti­gate the South African Rev­enue Ser­vice (Sars) af­ter nu­mer­ous com­plaints over de­lays in the pay­ment of tax re­funds, no­tably VAT. This has led to al­le­ga­tions that Sars is abus­ing as­pects of the tax laws that al­low for ex­tended time for au­dits, doc­u­ment re­quests and other de­lay­ing tac­tics, thereby en­abling Sars to ar­ti­fi­cially in­flate its rev­enue col­lec­tions, DA shadow deputy min­is­ter of fi­nance Alf Lees said. Sars’s short­fall in tax rev­enue for the 2016/17 year is ex­pected to be R30bn. The Tax Om­buds­man’s probe is ex­pected to take one to two months.
