The Tax Ombudsman, judge Bernard Ngoepe, will investigate the South African Revenue Service (Sars) after numerous complaints over delays in the payment of tax refunds, notably VAT. This has led to allegations that Sars is abusing aspects of the tax laws that allow for extended time for audits, document requests and other delaying tactics, thereby enabling Sars to artificially inflate its revenue collections, DA shadow deputy minister of finance Alf Lees said. Sars’s shortfall in tax revenue for the 2016/17 year is expected to be R30bn. The Tax Ombudsman’s probe is expected to take one to two months.
