Ir­reg­u­lar ex­pen­di­ture by mu­nic­i­pal­i­ties has in­creased by more than 50% year-on-year in the 2015/16 fi­nan­cial year, ris­ing to R16.8bn, ac­cord­ing to the lat­est re­port by the au­di­tor-gen­eral. Fruit­less and waste­ful ex­pen­di­ture de­clined by 21% year-on-year to R901m. Unau­tho­rised ex­pen­di­ture re­mained at al­most the same level as the pre­vi­ous year, at R12.77bn, ac­cord­ing to Fin24. In to­tal, only 49 out of 263 mu­nic­i­pal­i­ties re­ceived a clean au­dit opin­ion, with the Western Cape (80%) as the prov­ince with the high­est pro­por­tion of mu­nic­i­pal­i­ties with clean au­dits, fol­lowed by KwaZulu-Na­tal (18%) and the East­ern Cape (16%).
