Why no Sens on delays?

Finweek English Edition - - MARKETPLACE SIMON SAYS -

Calgro M3* sent out a press release in which it proudly said it is no longer doing “wet work” in the Western Cape due to the ongoing drought. It would, however, continue with “dry work” where possible, but this would slow development and a three- to four-month delay is expected. The problem is that the company did not issue a Sens announcement, only the press release. So, normal shareholders are unaware of this development and it will hurt results (presumably only modestly) as it delays 1 750 units, or 25% of its units currently under development. But why no Sens?
