Is t­his not bla­tant ra­cism?

In the Knys­na-P­lett He­rald of 7 Sep­tem­ber, the Knys­na mu­ni­ci­pa­li­ty has sub­mit­ted an ad­ver­ti­se­ment for ma­na­ger to the of­fi­ce of the exe­cu­ti­ve ma­yor. The re­qui­re­ments state, and I quo­te, “The mu­ni­ci­pa­li­ty would pre­fer to ap­point an A­fri­can or co­lou­red fe­ma­le or an A­fri­can or In­di­an ma­le…”

Su­re­ly w­hen an ad­vert is pla­ced it should state, “All per­sons may ap­ply, and the most suit­a­ble/qua­li­fied will be cho­sen.” Of cour­se t­his does not hap­pen, and whi­tes are no lon­ger e­ven con­si­de­red for a po­si­ti­on e­ven if they are qua­li­fied.

I find your wor­ding, Mr C­het­ty, re­al­ly dis­tur­bing and qui­te ap­pal­ling – if the ad­vert was pla­ced for “whi­tes on­ly”, can you i­ma­gi­ne the out­cry.

Knys­na mu­ni­ci­pa­li­ty re­sponds:

All mu­ni­ci­pal ad­ver­ti­se­ments con­tain t­his pa­ra­graph that sta­tes that all ap­point­ments will be ma­de ac­cor­ding to coun­cil’s EE (em­ploy­ment e­qui­ty) po­li­cy.

T­his is a le­gis­la­ti­ve re­qui­re­ment with re­gard to the Em­ploy­ment E­qui­ty Act en­su­ring that we re­pre­sent the e­qui­ty tar­gets set out by pro­vin­ci­al and na­ti­o­nal go­vern­ment.

In t­his in­stan­ce, the men­ti­o­ned tar­get group is re­qui­red for that band of va­can­cies and the mu­ni­ci­pa­li­ty the­re­fo­re needs to com­ply. Com­pe­ten­cy of the can­di­da­te is al­so me­a­su­red to en­s­u­re com­pli­an­ce.
