The Lim­popo Devel­op­ment Plan (LDP) is a com­pre­hen­sive and in­te­grated pro­vin­cial strate­gic plan with a five-year so­cioe­co­nomic and gov­er­nance im­ple­men­ta­tion plan, adopted by EXCO on 4 March 2015. The plan aims to in­form plan­ning and re­source al­lo­ca­tions at both pro­vin­cial gov­ern­ment and mu­nic­i­pal lev­els, and also pro­vides a strate­gic part­ner­ship be­tween gov­ern­ment, pri­vate sec­tor and civil so­ci­ety. The vi­sion of the plan is to ful­fill the po­ten­tial for pros­per­ity in a so­cially co­he­sive, sus­tain­able and peace­ful man­ner.

The LDP strives for eco­nomic devel­op­ment and trans­for­ma­tion to en­able the prov­ince to ad­dress the triple chal­lenges of poverty, in­equal­ity and unem­ploy­ment. The plan out­lines the devel­op­ment pri­or­i­ties of the prov­ince and in­di­cates its con­tri­bu­tion to the na­tional Medium Term Strate­gic Frame­work (MTSF) out­comes and the Na­tional Devel­op­ment Plan ob­jec­tives. It fur­ther pro­vides a frame­work for the Strate­gic Plans of each pro­vin­cial gov­ern­ment depart­ment, as well as the In­te­grated Devel­op­ment Plans and Sec­tor Plans of district and lo­cal mu­nic­i­pal­i­ties.

Since the adop­tion of the LDP, sec­tor de­part­ments de­vel­oped Strate­gic Plans, An­nual Per­for­mance Plans (APPs) and Pro­grammes of Ac­tion (POA), in pur­suit of align­ing the de­part­men­tal vi­sion, ob­jec­tives and op­er­a­tional plans to­wards con­tribut­ing to the achieve­ment of the LDP.
