In­vestSA OSS sets up shop

In­vest­ment pow­er­house to be lo­cated within Trade and In­dus­try In­vest­ment KwaZulu-Natal

KWAZULU-NATAL is set to get its own In­vestSA One Stop Shop (OSS) af­ter the Western Cape – with Pres­i­dent Ja­cob Zuma launch­ing it at the week­end in Dur­ban.

The shop will be housed within Trade and In­vest­ment KwaZulu-Natal (TIKZN), a pro­vin­cial gov­ern­men­towned en­tity tasked with scout­ing for in­vest­ments from the prov­ince.

Trade and In­vest­ment Min­is­ter Rob Davies said the aim of the en­tity was to pro­vide strate­gic guid­ance, re­duce reg­u­la­tory in­ef­fi­cien­cies and red tape for in­vestors look­ing to in­vest in the prov­ince.

The In­vestSA OSS is a gov­ern­ment pro­gramme that will pri­ori­tise and pro­motei in­vest­ment in South Africa as a whole. The Na­tional In­vest SA One Stop Shop is housed at the DTI Cam­pus in Pre­to­ria. Zuma for­mally an­nounced the es­tab­lish­ment of In­vestSA in his state of the na­tion ad­dress and in­formed busi­ness lead­ers of the ini­tia­tive in Fe­bru­ary last year. This was af­ter busi­ness peo­ple had in­formed the gov­ern­ment on many oc­ca­sions of the dif­fi­cul­ties and delays they in­cur when hav­ing to move from one depart­ment or in­sti­tu­tion to another to ob­tain li­cences and other ser­vices.

The gov­ern­ment has re­sponded through this ini­tia­tive.

Davies said the process lead­ing to the launch had been an ex­cel­lent ex­am­ple of col­lab­o­ra­tion be­tween dif­fer­ent lev­els of the gov­ern­ment, with the centre to be jointly op­er­ated by the Depart­ment of Trade and In­dus­try – to­gether with the pro­vin­cial gov­ern­ment and KwaZu­luNatal depart­ment of eco­nomic de­vel­op­ment, tourism and en­vi­ron­men­tal af­fairs.

He said the “value-propo­si­tion” for the pro­vin­cial One Stop Shops was the co­or­di­na­tion and in­cor­po­ra­tion of spe­cial eco­nomic zones, pro­vin­cial in­vest­ment agen­cies, lo­cal au­thor­i­ties and rel­e­vant gov­ern­ment de­part­ments in­volved in reg­u­la­tory, regis­tra­tion, per­mits and li­cens­ing mat­ters.

Wel­com­ing the open­ing of the centre, the premier of KwaZulu-Natal, Wil­lies Mchunu, said the fa­cil­ity would as­sist in fa­cil­i­tat­ing for­eign di­rect in­vest­ment.

“Our long-term vi­sion is to be­come a pros­per­ous prov­ince with a healthy, se­cure and skilled pop­u­la­tion and act­ing as a gate­way to Africa and the world.,” Mchunu said.
