Fresh look for Rose­bank and Dunkeld in the works

THE faces of Rose­bank and Dunkeld are set to change with ma­jor new de­vel­op­ments and road widen­ing over the next few years.

Ox­ford Parks, on the cor­ner of Jel­li­coe Av­enue and Ox­ford Road, which is un­der con­struc­tion, will be a medium-den­sity res­i­den­tial, re­tail and of­fice space mea­sur­ing 300 000m2 link­ing Rose­bank, Dunkeld and Illovo along Ox­ford Road.

Carol­lyn Mitchell, di­rec­tor at In­taprop, said: “We are look­ing at the precinct holis­ti­cally with the in­ten­tion of mak­ing an ex­cep­tional in­ter­ven­tion into the ex­ist­ing city struc­ture.

“The vi­sion is to cre­ate a sus­tain­able pub­lic environment that will as­sist in sup­port­ing the longevity of the in­vest­ment by mak­ing an at­trac­tive, pedes­trian-friendly precinct with well-man­aged in­fra­struc­ture.”

The precinct will have pedes­trian-level light­ing for the safety of pedes­tri­ans and cy­clists.

Se­cu­rity, she said, was a con­cern from the out­set be­cause the de­vel­op­ment has no fences in or­der to seam­lessly in­te­grate into the city fab­ric. Pas­sive surveil­lance tech­niques are be­ing used for se­cu­rity.

Ac­cord­ing to Mitchell, the precinct is run by a prop­erty own­ers’ as­so­ci­a­tion, and it will be­come a city im­prove­ment dis­trict over time to man­age se­cu­rity, mar­ket­ing and clean­ing.

Build­ing heights will range from four to six storeys, with build­ing uses en­vi­sioned at one-third res­i­den­tial to two-thirds of­fices. The res­i­den­tial com­po­nent will com­prise be­tween 2 000 and 2 700 units, bring­ing in 4 000 to 5 000 res­i­dents, while the of­fices are ex­pected to bring in 10 000 to 14 000 of­fice work­ers.

Ho­tel of­fer­ings, high­street-type re­tail at ground floor level and var­i­ous leisure ac­tiv­i­ties are ex­pected to gen­er­ate a 24-hour vi­brancy for the precinct, she added.

The first build­ing in the precinct, Ox­ford Park Phase 1, has been reg­is­tered with the Green Build­ing Coun­cil South Africa, tar­get­ing a fives­tar green de­sign rat­ing.

To re­duce waste to land­fill dur­ing build­ing op­er­a­tions, a waste re­cy­cling stor­age area has been pro­vided in the base­ment.

Nearby is an ap­pli­ca­tion for a 15-storey de­vel­op­ment in Dunkeld, across the road from the Hyde Park Shop­ping Cen­tre, which is likely to im­pact the Sand­hurst area.

The ap­pli­ca­tion says the de­vel­op­ment will in­clude “stu­dios, con­fer­ence fa­cil­i­ties, stor­age and elec­tronic stor­age fa­cil­i­ties, places of in­struc­tion and places of amuse­ment”.

Res­i­dents and of­fice work­ers in these ar­eas face a traf­fic night­mare, with con­ges­tion and rat run­ning un­til mid2020 while Jan Smuts Av­enue is be­ing widened be­tween Zoo Lake and Bom­pas Road.

Road­works will af­fect the sub­urbs of Sax­on­wold, Park­wood, Rose­bank, Park­town North, Dunkeld and Dunkeld West.
