Lo­cal elec­tions use a mixed sys­tem. Half the seats in lo­cal and metro coun­cils come from the PR sys­tem and half from the con­stituency (ward) sys­tem.

Ev­ery voter (be it in a metro or a lo­cal coun­cil) will re­ceive a coun­cil PR bal­lot pa­per and a ward bal­lot pa­per.

In lo­cal mu­nic­i­pal­i­ties, a district coun­cil must be con­sti­tuted, so ev­ery voter in a lo­cal mu­nic­i­pal­ity (non-metro) will also re­ceive a district coun­cil PR bal­lot pa­per.
