Prez can dis­solve Par­lia­ment

Udaya Gam­man­pila said yes­ter­day Pres­i­dent Maithri­pala Sirisena had the con­sti­tu­tional pow­ers to dis­solve Par­lia­ment and urged him to do so un­der ar­ti­cle 33(2) C of the Constitution.

On an ear­lier oc­ca­sion, for­mer chief jus­tice Sarath N. silva had also said the Pres­i­dent could do so un­der this pro­vi­sion.

Mr. Gam­man­pila told a news con­fer­ence that a court rul­ing given by a seven-bench panel of judges in 2002 made it un­able to trans­fer the pow­ers of the Pres­i­dent with­out a ref­er­en­dum. He said the cur­rent po­lit­i­cal cri­sis had been cre­ated by the Speaker, and dis­so­lu­tion of Par­lia­ment would be the best so­lu­tion to re­solve the cur­rent cri­sis.
