Ad­vance Bind­ing Cus­toms Rul­ings on Val­u­a­tion, Clas­si­fi­ca­tion and Ori­gin of Goods

On March 3, 2015, Thai Cus­toms is­sued three sep­a­rate Cus­toms No­ti­fi­ca­tions that al­low com­pa­nies to ap­ply for ad­vance bind­ing rul­ing on: ( i) cus­toms val­u­a­tion; ( ii) tar­iff clas­si­fi­ca­tion; and ( iii) ori­gin of goods. Th­ese no­ti­fi­ca­tions be­came ef­fec­tive on March 4, 2015 and pro­vided con­di­tions and guide­lines on the ap­pli­ca­tion process for such rul­ings, in­clud­ing check­lists for the re­quired doc­u­ments that need to be sub­mit­ted with the ap­pli­ca­tions. Ap­pli­ca­tions for an ad­vance bind­ing rul­ings will only be ac­cepted for fu­ture im­port ship­ments/ trans­ac­tions. Af­ter re­ceiv­ing the com­pleted ap­plica- tion, Cus­toms will is­sue the ad­vance bind­ing rul­ing within 30 work­ing days and the rul­ing will be valid for two years from the date of is­sue. This ser­vice is cur­rently free, but fees may be charged in the fu­ture.
