Mermer ve doğal taş ihracatımız biliyorsunuz 2014 yılından sonra düşüşe geçti, 2017’ de az da olsa bir yükseliş yaşadık ancak sonrasında yine azaldı. Geçtiğimiz günlerde; sanayi endeksi verilerinde madencilik sektörünün bir önceki yılın aynı ayına göre %9.2 oranında, bir önceki aya göre ise %7.8 oranında azalmış olması nedeniyle Genel Müdürlüğümüz MAPEG biz sektör temsilcilerini toplantıya çağırdı. Toplantı öncesi, üyelerimizden bu düşüşün nedenlerini talep ettik. Gelen cevaplardan gördük ki birinci sırayı “Ruhsat ve izinlerdeki gecikmeler, izinlerdeki belirsizlikler” almış, hemen sonrasında artan maliyetlere ve iç-dış piyasadaki daralmalara yer verilmiş.

Modayı yakından ilgilendiren doğal taş sektöründe; ruhsat ve izinlerdeki gecikmelerden ötürü yeni alanları, moda taşları üretime alamamamız klasik taşlarda temdit ve izinlerin çok uzun süreler sonuçlanmaması elbette sektörümüzü olumsuz etkiledi. İhracat değerlerimiz ivme kaybetmeye devam ediyor.

Blok mermer traverten ihracat değerimiz geçtiğimiz yılın ilk altı ayına göre %15, işlenmiş mermer traverten ihracat değerimiz %3 azaldı. Geçtiğimiz ay ile kıyaslandığında ise mermer traverten bloğunda %38, işlenmişinde %25 düşüş oldu, toplam doğal taş ihracatımızdaki değer de bir önceki aya göre %31 geriledi. As you know, our marble and natural stone exports have been decreasing since 2014. Although, we experienced a slight increase in 2017, the figures have decreased remarkably. Since the figures of the mining sector have decreased by 9.2% compared to the same month of the previous year and by 7.8% compared to the previous month in the industrial index data, we, the sectoral representatives were invited for a meeting by our General Directorate MAPEG. Before the meeting, we discussed about the reasons for this decrease with our members. The answers revealed that the main reasons were, the “Delays in permits and licences and uncertainties in the permit process” This was followed by increasing costs and shrinkings in domestic and foreign markets.”

In the natural stone sector, which is closely bound to global natural stone trends; we are however not able to start production of trendy stones due to delays in permits and licences. Even in the production of classic stones, permits and protractions take us long time. Our export values continue to lose momentum.

Our block marble travertine export value decreased by 15% and processed marble travertine export value decreased by 3% compared to the first six months of last year. Compared to the previous month, there was a 38% decrease in the marble travertine block and a 25% decrease in its processed, while the value of our total natural stone exports decreased by 31% compared to the previous month.

İç ve dış piyasadaki daralmalar tüm sektörler için geçerli elbette. Mermer, doğal taş özelinde söylemem gerekirse özellikle uluslararası rekabet gücümüzü sağlayabilmenin ruhsat ve izinlerdeki bekleme sürelerinin dışında bir diğer koşulu da artan maliyetler. Birim üretimin akaryakıt, enerji gibi başta gelen ana kalemlerine son yıllarda emsal fiyata bağlı Devlet Hakkı ödemeleri, arazi/ruhsat bedelleri de eklendi. Terk edilen ruhsat sayısının her geçen gün biraz daha arttığını duyuyoruz. Oysa işlemlerimizin hızlandırılmasını hükmeden Cumhurbaşkanlığımızın Genelgesi var. Ekim 2018’ de Sayın Cumhurbaşkanımız “Kamu kurum ve kuruluşlarına yapılan tüm başvuruların, anında incelenerek neticelendirmesini, başvuru sahibinin bilgilendirilmesini” talimatlandırıyor. Yine Milli Enerji ve Maden Politikası Devletimizin gündeminde.

Uluslararası piyasalardaki dalgalanmalar da bizleri etkiliyor ancak bizler bununla mücadele edebilecek güçteyiz ve meslektaşlarımızla birlik beraberlik içerisindeyiz. Yeter ki işlemlerimiz makul sürelerde neticelensin, maliyetlerimiz öngörülebilir olsun, rekabet gücümüzü düşürmesin.

Sektördeki arkadaşlarımın teşviki ile geldiğim TÜMMER Başkanlığında isterdim ki ilk yazım daha iç açıcı olsun… Yine de umudumuzu kaybetmiş değiliz, çoğunuz biliyor ben atadan dededen mermerciyim, tabiri caizse beşikte öğrendim mermeri. Hal böyle olunca da sevdalanmamak mümkün değil mermere. Dedem, babam dağları patlatırken bin bir güçlükle getirdikleri blokları saatte 1 cm kesebiliyorken bizlere ödüller veriliyor, takdir ediliyorduk. Bugün saatte 30 cm kesip en verimli halde çalışmamıza, bu kadar ihracat rakamına ulaşmamıza, onca istihdam yaratan kendi yerli ürünlerimizi zor şartlarda çıkarıp ülke ekonomimize katkı sağlamamıza rağmen her an değişen yasalar içinde boğulmaktan, ülkemize zarar veren bir sektörmüş gibi cezalandırılmaktan üzüntü duymamak mümkün mü?

Vatanını, Milletini, üretimi seven bizler inanıyorum ki yine birlik beraberlik içerisinde çabalamaya, üretmeye devam edeceğiz. Yetkililerimizin sesimizi duyması bize güç katacak.

I would like to say that another condition for us to maintain our competitive power in marble and natural stone sector is the increasing costs other than the licences and the delays in permits. In recent years, State Right payments and land / license fees have been added to the leading main items of unit production such as fuel and energy. The number of abandoned licenses is increasing every other day.

However, there is a Circular of our Presidency, which governs the acceleration of our transactions. On October 2018, the President of the Republic of Turkey has ordered that all applications made to public institutions and organizations should be examined and concluded immediately and the applicant should be informed on time.. National Energy and Mining Policy is also on the agenda of our state. The fluctuations in international markets also affect us, we are able to combat this in unity with our colleagues. As long as our transactions result in reasonable periods of time, our costs are predictable and our competitiveness is not reduced.

I would like to say more pleasant things in the first article I wrote during my TÜMMER Presidency, which I undertook with the encouragement of my friends in the sector,.. Nevertheless, we have not lost hope, most of you know that I inherited marble business from my ancestors. I’ve learned marble production from my family. As this is the case, I love marble and natural stone very much. While my grandfather and my father were exploding the mountains and were only able to cut 1 cm block per hour, we were appreciated and given prizes.

Today, although we cut 30 cm per hour, work in the most productive state, reach high export figures, and create our own domestic products that provide employment, contribute to our country’s economy despite so many difficult conditions and unbalanced law and legislation. We are deeply saddened to be treated as a sector that gives harm to our country’s economy.

I believe that, we, as producers who love their country, nation and natural resources, we will keep on working and producing in unity. We will be empowered as the authorities hear our voice and give us a hand.
