Would school catch­ment ar­eas ease pain on roads?

We con­stantly read let­ters and com­ments about traf­fic chaos caused by the school run - school buses, par­ents do­ing drop off - pub­lic sec­tor start­ing at the same time as schools etc. And there’s al­ways sug­gested ideas such as spe­cial lanes for school buses, mak­ing school buses manda­tory, stag­ger­ing the start times of schools, of­fices and gov­ern­ment de­part­ments across the city. One thing that is never dis­cussed how­ever, is the in­tro­duc­tion of catch­ment ar­eas for schools and of­fices, and I was won­der­ing if this had ever been con­sid­ered? They work so well else­where and help with con­ges­tion on the roads. It could be a walk for the kids to school, or just a short drive. You know the idea - peo­ple have to live within a cer­tain dis­tance to be el­i­gi­ble to go to a cer­tain school, usu­ally about Road run­ner Dubai
