I was sold a car that stopped working on my way home - am I a victim of fraud?

7 Days in Dubai - - DEAR 7 DAYS... -

For the past 8 years working in Dubai I have been dreaming of owning a personal car and after searching and making savings found one car, a Volvo 2008 model. Called the person and he told me that he is living in Dubai Marina and his wife was using this car. I was convinced by the address, person and writings of ads and on 8th May went to get the car. After it passed its registration the deal was finalised for Dhs21,000. I paid him cash and left for home to Sharjah with the car. On the way while driving to Sharjah from Barsha the engine got heated up and the vehicle stopped moving. The car was taken away and the next day I called the mechanic to ask about it. He informed me that this vehicle had been repaired before with temporary solutions. I am now stuck because of expensive maintenance. Can someone tell me is this fraud or not? Muhammad, Sharjah
