Shouldn’t we have plat­form to post pics of bad driv­ers?

It’s 8.16am and I’m a pas­sen­ger sat in a traf­fic jam head­ing to­wards Abu Dhabi I watch car af­ter car fly down the hard shoul­der. Now I am very tempted to pho­to­graph ev­ery car that’s BREAK­ING THE LAW but I am un­will­ing to do so for fear of be­ing ar­rested my­self be­cause as far as I am aware it would be ME break­ing the law. Now here’s my ques­tion..... Why is it me that’s wrong if I were to take a pho­to­graph? Surely this would be help­ing to keep the roads safer? Were the guys that pro­vided in­valu­able ev­i­dence in the Wafi mall ‘ram raid’ pros­e­cuted? If the au­thor­i­ties are se­ri­ous about chang­ing the driv­ing stan­dards why isn’t there a ded­i­cated web­site where law-abid­ing cit­i­zens can up­load pic­tures of law­break­ers without fear of pros­e­cu­tion?
