Aren’t flash­ing blue lights only for emer­gen­cies?

I no­ticed so many times on the road that traffic po­lice have their emer­gency light flash­ing, whilst they just cruise along the high­way or in­ter­nal roads. Why is this? Es­pe­cially at night it is dis­tract­ing, and its dif­fi­cult to eval­u­ate if in­deed the po­lice have an emer­gency, or are just cruis­ing along. I know from my home coun­try in Europe, emer­gency lights can only be used af­ter ap­proval from HQ, or ac­cord­ing to very spe­cific de­fined pro­to­cols. This is not only done to avoid mis­use, but also to avoid that gen­eral public starts ig­nor­ing emer­gency ve­hi­cles as they may as­sume there is no real emer­gency go­ing on. I am quiet puz­zled why there is such ex­ten­sive use of emer­gency lights when they clearly are not in a hurry. Ed B
