Colonel Dr Ibrahim Al Dbel, Di­rec­tor of In­ter­na­tional Train­ing Ser­vice Depart­ment at Dubai Po­lice, was speak­ing on the sec­ond day of the He­maya In­ter­na­tional Fo­rum on Drug Is­sues in Dubai. On the first day, del­e­gates were told of a spike in drugs like cap­tagon “flood­ing” the Mid­dle East due to in­sta­bil­ity and war in Syria.
