Do po­lice of­fi­cers in Dubai get com­mis­sion for fines?

I’ve al­ways won­dered: do Dubai po­lice of­fi­cers get paid a com­mis­sion based on the fines they dish out? Be­cause some of these fines we get are just down­right ridicu­lous. Like that one time that I pulled over on the side of the road in a res­i­den­tial area in Down­town (wasn’t block­ing the road; didn’t even come to a com­plete stop, I just slowed down on the side for a few se­conds be­fore mov­ing off). A po­lice pa­trol was driv­ing in front of me. The road leads to a dead end, so they made a turn and went back the other way. A few hours later, I re­ceive a text say­ing that I got an AED520 fine in Down­town. Rea­son: “stop­ping on the road for no rea­son”... I don’t even... are you se­ri­ous?! It’s re­ally sad that in­stead of feel­ing safe around the po­lice, we have to feel ter­ri­fied be­cause who knows what rea­son they’ll come up with to slap you with a fine.
