Hous­ing as­so­ci­a­tion wel­comes de­ci­sion

The new de­vel­op­ment at Black­thorn Place first came to light at the start of the year when it was an­nounced that Hill­crest Hous­ing As­so­ci­a­tion had se­cured close to half a mil­lion pounds in de­vel­op­ers’con­tri­bu­tions to con­struct 71 new af­ford­able homes in Blair­gowrie.

Elected mem­bers of Perth and Kin­ross Coun­cil agreed to hand the hous­ing as­so­ci­a­tion“com­muted sums” worth £471,500 to de­velop the new dwellings at Black­thorn Place at a meet­ing of the coun­cil’s en­ter­prise and in­fra­struc­ture com­mit­tee in Jan­uary.

Hill­crest se­cured the sum af­ter re­quest­ing the cash be taken from the coun­cil’s af­ford­able hous­ing de­vel­op­ers con­tri­bu­tions fund for the Strath­more and the Glens Hous­ing Mar­ket Area (HMA).

David Zwirlein, Hill­crest Hous­ing As­so­ci­a­tion direc­tor of de­vel­op­ment and new busi­ness, wel­comed the de­ci­sion by the lo­cal author­ity’s plan­ning and de­vel­op­ment man­age­ment com­mit­tee to ap­prove the plan­ning ap­pli­ca­tion last week.

He said:“We’re de­lighted that plan­ning per­mis­sion has been granted for this new de­vel­op­ment in Blair­gowrie as de­mand for af­ford­able hous­ing in the area is high with the num­ber of ap­pli­cants each year heav­ily out­weigh­ing the avail­able lets.

“We have a long stand­ing his­tory of pro­vid­ing a good hous­ing man­age­ment ser­vice to ten­ants in our homes.

“We have suc­cess­fully de­liv­ered a num­ber of de­vel­op­ments in sim­i­lar ar­eas through­out Perth and Kin­ross which have been well re­ceived in their ar­eas due to the need for high qual­ity af­ford­able homes.

“In part­ner­ship we will de­liver 71 homes at Black­thorn Place which will all be built to a high stan­dard with a num­ber of en­ergy ef­fi­ciency fea­tures.

“Th­ese homes will be let by our­selves and Perth and Kin­ross Coun­cil in ac­cor­dance to our hous­ing al­lo­ca­tion poli­cies.”
