Winkers: Private firm or community spot?
A DISPUTE regarding whether a nightclub should be classed as a community facility is to be the subject of a public consultation.
Chiltern District Council (CDC) and Chalfont St Peter Parish Council have identified Winkers Nightclub as a community facility in the village’s Neighbourhood Plan.
However, independent examiner Nigel McGurk, who was making recommendations on the plan, says the club in Denham Lane is a private business and not a community facility.
The purpose of the plan is to help prevent unwanted building developments, and protect an area’s heritage. It will become part of CDC’s core strategy, meaning it will be referred to for planning applications.
CDC has accepted majority of the modifications on examiner’s report.
It wishes to protect Winkers and will not accept the examiner’s recommendation on the venue.
The general public are being asked whether they consider the venue a community facility. The consultation period runs from today (October 2) until 5pm on November 14.
CDC’s view is that Winkers is no different from a village pub or privately run sports club.
Graham Harris, district councillor and cabinet member for sustainable development, said: “This site has always been considered a community facility. Any change to that would be contrary the council’s Development Plan

The premises have also been regarded as a community facility in recent planning applications to develop the site.
In fact, plans to demolish the nightclub and build new homes were rejected in July because of concerns about the loss of a community facility.
Hundreds of people took to social media in objection to the club’s development.
Others backed the plans, citing the club as a source of noise and trouble.
CDC will make a decision on the club after it considers recommendations in the consultation and then modify the plan. The parish of Chalfont St Peter will hold a referendum on whether to accept the plan next year.
