Re­move the cur­rent ex­emp­tion for pre-1960 ve­hi­cles and in do­ing so make all ve­hi­cles that are cur­rently ex­empt sub­ject to full an­nual road­wor­thi­ness test­ing.

In­tro­duce a ba­sic road­wor­thi­ness ‘safety’ test – ei­ther an­nual or bi­en­nial – for ve­hi­cles over 40 years old.

Ex­empt 40-year-old ‘His­toric’ ve­hi­cles from an­nual test­ing and in­tro­duce a cer­ti­fi­ca­tion process to en­sure a ve­hi­cle has not been sub­stan­tially changed.

In­tro­duce a bi­en­nial road­wor­thi­ness test for His­toric ve­hi­cles. Heavy goods ve­hi­cles, buses and coaches would need to be cer­ti­fied that they have not been sub­stan­tially al­tered.

Ex­empt His­toric ve­hi­cles older than 30-years old from an­nual test­ing and in­tro­duce a cer­ti­fi­ca­tion process to en­sure that a ve­hi­cle has not been sub­stan­tially al­tered. This is the most rad­i­cal of the five pro­pos­als.
