THE GOVERNMENT’S OPTIONS
Remove the current exemption for pre-1960 vehicles and in doing so make all vehicles that are currently exempt subject to full annual roadworthiness testing.
Introduce a basic roadworthiness ‘safety’ test – either annual or biennial – for vehicles over 40 years old.
Exempt 40-year-old ‘Historic’ vehicles from annual testing and introduce a certification process to ensure a vehicle has not been substantially changed.
Introduce a biennial roadworthiness test for Historic vehicles. Heavy goods vehicles, buses and coaches would need to be certified that they have not been substantially altered.
Exempt Historic vehicles older than 30-years old from annual testing and introduce a certification process to ensure that a vehicle has not been substantially altered. This is the most radical of the five proposals.
