The Govern­ment will de­cide later this year whether to go ahead with the scheme. The project at Swansea Bay is viewed as a small trial la­goon from which lessons and prob­lems could be iden­ti­fied, be­fore full-scale projects were rolled out around the UK.

The Hendry re­view pro­poses that, after com­ple­tion of the Swansea la­goon, a two-year mora­to­rium be im­posed on sim­i­lar projects while its en­vi­ron­men­tal im­pacts are as­sessed. But the Wildlife Trusts in Wales want an eight-year pause to cover two fish-spawn­ing cy­cles.
