Illegal to use phone if car has stopped?

Coventry Telegraph - - YOUR VIEWS -

I AGREE 100 per cent with any conviction for using a mobile phone while ‘driving’.

But why is it an equal offence to pull over safely and use your phone to call or read a text with your engine running? Yet it is perfectly legal to pull over with engine running and read any printed material you like in paper form, listen to the radio or heaven forbid, speak to someone in the car. Hmm.
