Ms Maxwell strongly denies all allegations made against her.
Epstein, a friend of Prince Andrew, killed himself in prison this month while awaiting trial for underage sex trafficking.
The Duke of York, whose friendship with the billionaire US financier began in 1999, has insisted he did not see or suspect criminal behaviour.
But he is now reportedly willing to co-operate with police, if asked, over the Epstein case.
Ms Farmer’s claims date from the mid-1990s, before Andrew knew Epstein.
She told the New York Times she first met Epstein when he offered her a job as his personal art buyer in Manhattan.
She claims she was sexually assaulted by him and Ms Maxwell in 1996 at Epstein’s Ohio estate. Fearing she was about to be raped, she said she fled and barricaded herself in another part of the house.
Ms Farmer said she later found out her sister Annie, 16, was subjected to a topless massage by Ms Maxwell months earlier, at Epstein’s New Mexico ranch.
It is believed Maria was the first person to report Epstein to police, nine years before the first formal investigation began.
She filed a complaint about the alleged Ohio attack in New York and was advised to contact the FBI, as the alleged groping happened in Ohio.
Ms Farmer said FBI agents Pal...socialite Ghislaine Maxwell
finally interviewed her and Annie in 2006, but that probe ended two years later when Epstein made a controversial plea deal.
Admitting charges of procuring a person under 18 for prostitution and felony solicitation of prostitution, he served 13 months of an 18-month jail sentence.
Ms Farmer’s claims came in a lawsuit filed by one of Epstein’s alleged victims, Virginia Roberts, now Giuffre.
Ms Roberts claimed in 2015 that she was forced to have sex with Prince Andrew in London, New York and the US Virgin Islands. But a judge threw out her allegations because they were “immaterial and impertinent”.
Andrew, photographed in 2001 with his arm around the 17-yearold, has always denied any “sexual contact or relationship”.
