Why is park’s ladies’ toilet always locked?

CAN someone tell me why the female toilets at Dawson Park are locked and the staff I spoke to have no key for them – but the gents’ toilets are open?

I’ve had to use these, as I’ve not had a choice while out walking my dog. I’m sure I’m not the only female dog-walker caught short. These toilets are a disgrace, and in need of a clean. There is no lighting either – they are dark and dingy – not a place a female wants to be alone.
