AN­OTHER con­se­quence of the Her­ald dis­as­ter was the set­ting up of a spe­cial­ist body to in­ves­ti­gate ac­ci­dents at sea. The Marine Ac­ci­dent In­ves­ti­ga­tion Branch (MAIB) is a branch of the De­part­ment for Trans­port. In 1987 the in­ves­ti­ga­tion which led to the Court of In­quiry was car­ried out by Mr Jus­tice Sheen, a Wreck Com­mis­sioner for the De­part­ment of Trans­port. It was the mag­ni­tude of the in­ves­ti­ga­tion that prompted the cre­ation of MAIB in 1989. It in­ves­ti­gates ac­ci­dents to or on board UK ships world­wide and other ships in UK wa­ters. MAIB is now in­ves­ti­gat­ing the ground­ing of the cargo ship, MSC Napoli, in Jan­uary, off the Dorset coast.
