ANOTHER consequence of the Herald disaster was the setting up of a specialist body to investigate accidents at sea. The Marine Accident Investigation Branch (MAIB) is a branch of the Department for Transport. In 1987 the investigation which led to the Court of Inquiry was carried out by Mr Justice Sheen, a Wreck Commissioner for the Department of Transport. It was the magnitude of the investigation that prompted the creation of MAIB in 1989. It investigates accidents to or on board UK ships worldwide and other ships in UK waters. MAIB is now investigating the grounding of the cargo ship, MSC Napoli, in January, off the Dorset coast.
