I WISH to re­fer to your re­port “Coun­cil tax up but do we want In­ter­net TV?” (March 1). The cen­tral ar­gu­ment of the Tory ad­min­is­tra­tion at County Hall is that the rate of coun­cil tax had to be in­creased by 4.95 per cent be­cause the Gov­ern­ment had given them a be­low-in­fla­tion grant. This as­ser­tion by the Tories refers to a par­tic­u­lar el­e­ment of Gov­ern­ment fund­ing known as the for­mula grant, which fi­nances a mere 11 per cent of the to­tal county coun­cil bud­get. While the coun­cil tax funds some 25 per cent of the to­tal bud­get, the re­main­ing roughly two-thirds is over­whelm­ingly fi­nanced by spe­cific Gov­ern­ment grants, which are above last year’s level.
