Calls to council
Ashford Borough Council said it had also received concerned calls about the animals.
A spokesman said: “We established that the land is privately owned and are currently attempting to contact the owner to make them aware of the public concern and give them advice in case the horses are being fly grazed.
“In respect of the welfare and condition of the horses we are guided by the RSPCA assessment that the horses are clearly being fed, given fresh water and having their basic needs met.”
