Ashford Borough Council, like all local authorities, is required to produce a local plan every 25-30 years, detailing potential sites for development to meet the constant need for extra housing.
Landowners come forward with suggestions of development sites, which then undergo a string of environmental tests and other examinations to determine their suitability.
Publication of the draft Local Plan 2030 is expected in early April, which is expected to include the Large Burton Estate development.
But a council spokesman said at this stage, the details remain speculation.
He said: “It’s a very long process and at this stage we do not know what is going where.
“If a development site gets into the local plan it has already been through a stringent set of tests.”
