Sum re­quested is only 0.2% of po­lice bud­get

In a state­ment, the Home Of­fice said that Mrs Barnes’ re­quest for com­pen­sa­tion had been care­fully con­sid­ered but did not com­ply with the min­istry’s guid­ance on mak­ing dis­cre­tionary pay­ments to cover un­ex­pected costs.

Mike Pen­ning, the polic­ing min­is­ter, hinted that the force could cover the costs from its re­serves, adding: “Po­lice forces should in­clude within their polic­ing and bud­get plans rea­son­able con­tin­gen­cies for un­ex­pected events in their ar­eas.

“Spe­cial Grant fund­ing is usu­ally only avail­able when the ad­di­tional costs are more than 1% of the PCC’s bud­get, or where the ad­di­tional costs might threaten the fi­nan­cial sta­bil­ity of the force.

“At 31 March 2015, the Kent PCC had £34.4m in re­source re­serves, which in­creased by more than 10% last year.”

The Home Of­fice state­ment added that the sum re­quested rep­re­sented 0.2% of the force bud­get and any emer­gency fund­ing had to equate to a min­i­mum of 1%.
