‘He has brought discredit upon himself and my force’
At the hearing, Kent Police chief constable Alan Pughsley said: “The evidence is overwhelming and resulted in a criminal caution being administered to one of my officers.
“The crime of sexual assault is totally unacceptable in society. The fact that, on this occasion, the perpetrator is a serving police officer aggravates the situation.
“He has made a full admission, and says he is ashamed and embarrassed, and he should be.”
The Chief Constable apologised to the victim on behalf of Kent Police and said the behaviour on or off duty of PC Spencer was totally unjustified.
He added: “He has brought discredit upon himself and my force.
“The public can no longer have trust in him as a police officer.
“Neither can I.”
