Dog walkers in Canterbury will soon face an £80 fine for not having at least two waste bags on them to pick up after their pets.
The city council is launching a new crackdown on the problem after admitting it has only ticketed one offender for dog fouling in three years.
Now it is introducing a new scheme which will place the responsibility on owners to be prepared when out walking their dogs.
The council says the problem has been catching offenders in the act but it hopes to have found a solution to the problem of dog mess on pavements and in parks.
But a dog charity says it is deeply concerned and has branded the new orders “a sledgehammer to crack a nut”.
