City council spokesman Rob Davies said: “In­di­vid­ual plan­ning ap­pli­ca­tions have to be con­sid­ered on their mer­its.

“When con­sid­er­ing plan­ning ap­pli­ca­tions for devel­op­ment which would in­volve an in­creased use of the high­way net­work, we work closely with the county council as the lo­cal high­ways au­thor­ity.

“The re­cently-adopted Lo­cal Plan sets out where new devel­op­ment will be lo­cated within the district. The Can­ter­bury District Trans­port Strat­egy 2014-31, which we adopted last month, out­lines our vi­sion for the A28 Wincheap cor­ri­dor. Our plan­ners and our trans­port ex­perts place a great deal of weight on both of these doc­u­ments when mak­ing their rec­om­men­da­tions.”
