“We made sure we won the right for the pro­pos­als to be con­sid­ered as a ma­jor ser­vice change and de­layed the clo­sure plans un­til the na­tional re­view was com­pleted.

“The num­ber of births at the Vale of Leven Hos­pi­tal has con­tin­ued to fall due to the un­cer­tainty caused by the clo­sure plans and, un­less we can re­verse the de­cline, these pro­pos­als could resur­face in fu­ture. The Scot­tish Gov­ern­ment must work ur­gently with the health board to put a plan in place to in­crease birth num­bers and de­liver on the prom­ise they made in the Vi­sion for the Vale to pro­mote the ser­vice to a wider area, in­clud­ing Cly­de­bank.”

A to­tal of 76 rec­om­men­da­tions were made in the Best Start re­view of ma­ter­nity and neona­tal ser­vices, in­clud­ing that “each NHS board should en­sure they are able to pro­vide the full range of choice of place of birth within their re­gion”.

The doc­u­ment also rec­om­mended im­proved con­ti­nu­ity of care, with women hav­ing a pri­mary mid­wife through­out their preg­nancy.
