Lo­cated be­side the Mediter­ranean Sea, the cap­i­tal of the Hérault de­part­ment in the south of France beat off com­pe­ti­tion from Aix-enProvence, Toulouse, Lyon and Nice to take the top spot in the sur­vey which took cli­mate, en­vi­ron­ment, cul­ture, safety and em­ploy­ment prospects into ac­count.
